My best friends family doesn't know how to properly take care of animals HELP!!?

Hi there so here's my dilemma. My best friend of nine years, and her brother skye really wanted a dog. So they adopted a girl dog named Marley from are friend jesse who has allot of dogs, and was selling the puppies. Anyways the dog isn't the best trained and misbehaves, and instead of training the dog and loving it, they yell at her and ive never seen her parents do it, but i think they hit her. I love animals and i feel so horrible but i don't no what to do, her dad scares me hes like 2 feet taller then me an a drunk, its not like i could say anything to his face. Do you no if in canada there's anyplace where i could anonymously call about an animal being abused. Because there family (aside from her dad) is like my second family and i love them all. I just cant stand to see an animal being abused so please help D:
