Graduate student is performing research involves recruiting subjects, do they need preauthorization?

a graduate student in the Nursing School is looking to perform research that involves the use of instruments normally used to diagnose depression in adults. She wants to recruit subjects at her local church & the research does not involve any interventions. She asks you how to proceed. Does the student need to obtain authorization from these subjects? Why or why not?
