How do i get deangelo hall on the redskins on madden 09?

I tried adding Deangelo Hall to the washington redskins on madden 09 and it keep telling me that the redskins dont have enough sallery space for him I have tried to find in options how to turn the sallery cap off and i cant find it. I even tried trading for him and that would mean i have to give away players that are really on my team. Help me
