My indecisive boyfriend?

Its almost been a year and we really do love each other but he goes back and forth about being too young for commitment and wanting 2 be single (were 19). But whenever I'm like Ok ill let u be single he backs off and says he wants a girlfriend. Also he says how much he loves me and the reason why is sometimes he feels like he lost interest but is still in love with me and its not interest of emotion. I feel like its due to us being together for almost a year and gaining the comfort and stability. Anyone agree or disagree or advice about this problem.
