How do i call Japan from USA?

I'm trying to call a number in Fukuoka, Japan using a phone card that's sup post to work for Japan. but it always tells me that the number i'm dialing cant be completed as is, or out of service. the number i'm dialing is similar to (but not, for security purposes) this 09084026694. I'm wondering if Fukuoka has a type of area code that wasn't included in the number?
