If the FDA verifies food safety, why cant a private company do it? if it is a demanded service, why?

is it provided by the government through taxation? why arent people voluntarily giving their money to food safety organizations that say what food is safe and what isnt? would they do so if there wasnt an FDA? or would everyone die?
