Pokemon Mystery Dungeon Explorers Of Sky Help?

i have beaten the game,but my secret slab and mystery part won't work.I have been to amp plains 40 times and i have not seen zapdos once. Do i need to do the 5 extra missions(like the bidoof one)Also I have 5 mystery parts and 2 secret slabs why won't they work.
