Should I start Wes Welker or Dwayne Bowe?

Welker (vs. GB) has been on fire, and Dwayne Bowe (vs. STL) was on fire until the last 2 games. Not to mention Matt Cell is questionable for Sundays game. So my question is, if Matt Cell WILL start, should I start Dwayne Bowe, or should I go ahead and just start Welker? I do think Bowe has a better matchup, but I definitely won't start him if the backup QB is in for the Chiefs.
